A standalone x264 executable for android developers with arm neon instruction enabled!

The program is optimized by swich on the armv7-a cpu and NEON instruction assembly, and is independent to the android system using  all static linkings.
One can use it as a benchmark versus their own software codec or to tune the parameters for the libx264.
The program does not turn on multi-thread for the configure file for x264 is problematic which need to be modified manually.
